How to compress an image

Which format gets the smallest file?
Photographs are usually smallest as JPEG or WebP at a moderate quality. Graphics with flat colour and text often stay sharper as PNG, at a larger size.
Does compression change the dimensions?
Only if you set a maximum edge. Otherwise the pixel size stays the same and the file gets smaller through the export format.
