How to use the Base64 tool

Questions
Why do some characters fail in other Base64 tools?
A common shortcut encodes only Latin-1. This tool encodes text as UTF-8 first, so Sinhala, Tamil and emoji round-trip correctly.
What does URL-safe change?
Plus and slash become minus and underscore, and padding equals signs are removed. Decoding accepts both forms.
